"How's our friends doing?" President Abraham asked Secretary Jiann while he was reading newspapers in the dinner hall.

"As of now, I'm afraid HESS is the only real ally UKKI's got" the Secretary replied with confidence. He got the notion he's next in line after the President.

"Is that so? That is bad. Do I have to remind you that an ally is the next big thing after nuclear weapons?" Abraham said while reading an article about new developing nations.

"It is. What do you want me to do, Mr. President?" asked the Secretary. He was like a puppy who will follow every order given to him.

"Call a summit for all leaders of all nations of Tiberiam" Abraham said then he went off to play golf.

The Department of Foreign Affairs sent this letter to every leader of every nation in Tiberiam:

Quote :

To Your Excellency,

It is common knowledge that Tiberiam is changing - politically, culturally, economically, and militaryly. We never know what happens next. The last war Tiberiam had was due to lack of cooperation and political stability in the region.

Therefore, UKKI is taking the responsiblity to unite Tiberiakm under one vision - peace. We are inviting you to attend the Maynila Summit. In the summit, regional security and cooperation shall be discussed among other things.

We are looking forward to your attendance

Long live the Kingdom!

President Abraham,

I would first like to thank you for your invitation to the summit. Fideliara is more than happy to attend. We are hoping that in addition to whatever is on your agenda for the event, there will also be time to discuss international peacekeeping bodies and nuclear energy agreements. It is my belief that pursuing peace is an endeavor better suited to peacetime than wartime. By that token this is a welcome first step.

That being said, it has come to my attention and surely must have come to your attention that some of our neighbors harbor suspicion towards your country. I do not know their motivations for sure, but I have a feeling more diplomats would entertain the notion of a summit if it took place on more neutral ground.

As I have said I support the idea, but perhaps a new venue would make your summit more successful. Fideliara is more than happy to host the event in our capitol city, while still allowing you to organize and lead the conference. Though this is obviously our preference, I am sure you can find other neutral countries to host as well. The decision is ultimately yours, this is merely a suggestion and should not be considered and ultimatum in any way. Fideliara will attend the summit wherever it takes place.

If you should change your mind about the venue, get in touch with me and I will make it happen.

The Department of Foreign Affairs has received the letter and sent a reply to Fideliara:

It is an honor for UKKI to know that Fideliara is interested in attending the summit. Indeed, almost everything, including all concerns you've enumerated, will be discussed in the summit. That is why I am urging all nations to attend the summit, or else this summit might be futile if not all nations are present.

About the location, it is not really a problem for UKKI. All we just want is to ensure regional stability at any cost. UKKI simply took the initiative of calling a Tiberiam summit because it might take a hundred years before any country does. With that said, I agree that the summit's location be moved to your nation.

It shall also be chance for the international community to see what Fideliara has to offer. I know for a fact that Fideliara is a developing country, soon to be a first class country. Therefore, this summit shall give you publicity and you might even attract more investors. I do just hope you would be able to take care of the security of all head of states attending as we don't want anything disastrous to happen.

With that said, I look forward to the friendship of our two nations!

Thank you for the swift response with such excellent news. Also for your kind words. You are correct in saying that Fideliara is still developing. We have made great strides in the past decade at attempting to pull ourselves up into a position of regional and world significance. I have no doubt that this summit will be a tremendous boost in the right direction. Hopefully it will also serve its purpose diplomatically, as I believe we could all use some reassurance of intentions from our neighbors.

Now, I have already spoken to Prime Minister Andrea Ulrich. She is extremely excited as well and wished to make this official so preparations can begin. Attached is her formal reply.

Hopefully we can begin preparations immediately.Thank you again Mr. President. I too, look forward to our nations' friendship, and to meeting you and your staff shortly.

I will be notifying our neighboring nations of the start date shortly. Having called the Summit you will, of course, speak first. But if you would like I can assemble a program. Let me know, in whatever manner you feel most comfortable with, the major points you want to address and I will have them added to the agenda.

Minister Andrea,

It is a relief to know that you are the one to prepare the summit. Just from your letter, I already know that you are competent and experienced in this kind of affairs. I have set high expectations for you.

And I do believe a program should be organized, so that everything will be discussed in order. The most important things to be discussed are regional security, economic trade, human rights, the creation of a Tiberiam body and the environment. If anyone else has anything to discuss, then we shall discuss it after the four major agenda of the summit has been discussed.
