[Those dignitaries chosen to represent their country in the summit arrive after a relatively uneventful journey. Those arriving by air landed at Alexandria International Airport and were flown via private helicopters to the secure location high in the mountains south of the capitol. Those dignitaries arriving by sea were asked to dock in the port city of Fayth where they were similarly flown via helicopter north to the summit locations.

The facility is sterile white with numerous wings and frequent wall maps. Color coded direction arrows adorn the floor providing a language-free way to direct traffic to major rooms. One such major room is the central conference chamber with private desks labeled by country names (including a few empty unadorned desks) and a massive glass window on the back wall which looks out over the snow-capped peaks and more distant ocean. Temporary housing is on a separate floor, underground, within the mountain itself.

After being given a few hours to settle in and prepare, ambassadors were led to the central conferance chamber where they were greeted by Minister of State Andrea Ulrich]


Hello all, thank you for coming and allow me to be the first to say welcome to The Constitutional Monarchy of Fideliara. We hope you will enjoy your stay here and if there is anything my staff or I can do to make it more comfortable for you please do not hesitate to ask.

As you all know we are gathered here by the request of President Abraham who has graciously allowed Fideliara to host this summit. Without much further adieu I will turn the floor over to him. First, however, I would like to briefly go over the agenda for the week.

Item A
Item A will address whether a central governing body for the region is necessary and what responsibilities we might wish to give such an organization. Should agreement be in favor of such an endeavor, discussion will extend to determining where and when development will continue.

Item B
Item B shall discuss what international arrangements will be made to deal with issues such as terrorist factions, non-state actors, and aggressive military action on peaceful countries.

Item c
Item C is intended to allow for open discussion of trade partnerships, agreements, tariffs, and embargoes.

Item D
Item D and E may be addressed in discussion of Item A but if not will extend to opinions on international regulatory commissions and the powers vested in such agencies.

Item F
Item F should center on ideas for halting the spread of weapons-grade fissile material to unstable and aggressive regimes.

Item G
Item G is related to Item C but will focus especially on patented energy technologies such as Fideliara's Nuclear reactors and Oscalantine's fuel cells.

Now that the agenda has been covered I humbly cede the floor to President Abraham.

President Abraham rushed to the conference room. He was late and he knew it. He was already panting when he arrived.

"Sorry to keep you waiting, Tiberiam leaders” He greeted. The others head of states simply nod and the others frowned, probably because of getting impatient for waiting.

"This summit is a very historical one. This summit shall decide the future of Tiberiam. That's why we expect that at the end of this summit that all of us would already have an idea whether there would be a war or we would experience peace and harmony for the next decades.

Tiberiam had its own share of wars. The same wars caused by our greed, lust for power, and misunderstanding. Millions of lives were lost because of these pointless wars. No one really won on thes wars. Do you consider yourself the winner after you spent billions of hard-earned money and lost millions of your citizens?

This is why I called this summit. I want to prevent pointless wars from erupting again. And with that goal, I hereby propose the creation of a Tiberiam-wide organization called “Tiberiam Assembly”. The Tiberiam Assembly shall be composed of all recognized countries in Tiberiam. It shall be tasked to 1) Be the Tiberiam peacekeeper by de-escalating conflicts and preventing wars from erupting, 2) Help all nations to prosper through cooperation with other countries, 3) Lend money to any nation who needs funds for infrastructure, economic, and military projects, 4) Promote conserving the environment, 5) Safeguard the rights of all humans in the whole Tiberiam.

UKKI, taking the initiative to ensure world peace, shall give $1 trillion as an initial fund to the Tiberiam Assembly. With that fund, I expect the Assembly to succeed in its mission and objectives of promoting regional cooperation. Thank you all for attending this summit.”

The President then went to take his seat and wait for Minister Ulrich to proceed.

Thank you Mr. President. So I suppose we may get underway now. The floor is, at this time, open to any nation but since I am already up here I will give Fideliara's official positions.

Item A. The necessity of a Tiberiam governing body
The Constitutional Monarchy of Fideliara is strongly in support of a centralized regional government that will be better suited to handling regional issues and emergencies than summits such as this one.

A "Tiberium Assembly" as President Abraham called it, would be able to serve as an effective protection against international human rights violations, economic instability, and needless military conflict.

Unfortunately such protections, as you all know, come at a price. Of immediate concern is always the sticker price, which UKKI's extremely generous donation would more than cover. However the larger issue is the price of control. Such an creature is powerless without venom; by which I mean an effective method of enforcing regulations and policies.

To do this we would need to establish a peacekeeping military force and support the use of assembly-directed embargoes and trade sanctions on non-cooperative nations. Such cooperation implies also acknowledging that your nation may be on the wrong end of such actions should they follow avenues of action that are not in keeping with international standards and expectations.

Whatever my, and Fideliara's, personal feelings on the matter, an organization such as this is useless without near-ubiquitous involvement. I would be interested to hear if you all would support such a thing, and what conditions you would ask as the price of your signatures and cooperation.

Item D. Human rights standards and enforcement mechanisms
Regardless of your opinion on the necessity of a Tiberiam assembly, I feel confident in saying most of us would welcome some form of watchdog group to, at the very least, investigate human rights abuses and report to the international community. Although our primary responsibilities are to the people of our nations' and the constitutions therein, we have a responsibility as human beings to ensure that political oppression, war crimes, state-sponsored atrocities, and genocide do not go unpunished when they occur.

Fideliara would like to ensure that such an agency is born from this summit should you all not choose to support a regional assembly.

Item F. Nuclear weapons proliferation control
You all may have recently heard of the nearly-completed Advanced Heavy Water Reactor being built here in Fideliara. For those of you unfamiliar, it is a nuclear reactor which uses the much safer and more abundant Thorium atom as opposed to Uranium. While producing less energy than its predecessors, this new reactor type is several times safer than existing designs and an order of magnitude less impactful on the environment.

This is a technology that we are willing to trade freely. We are a peaceful country and it is not our way to horde advanced energy solutions and technologies. We believe in the free spread of information in all endeavors. As such this technology is open for trading and sale to all nations.

There is, though, a caveat to our generosity. Fidelira would like to propose and head an energy alliance commission comprised of any nations that desire access. Participants would be welcome to the free trade of energy technologies so long as they agreed to help prevent the spread of nuclear, biological, and chemical weapons both explicitly and by proxy. This commission would also allow the international community to give energy solutions to developing countries that are willing to agree to never pursue such weapons themselves.

In the interest of full disclosure Fideliara also wishes to use this agency to begin a system of strategic arms limitation treaties to lower the number of active nuclear warheads in the region and help lower the chances of an accidental or intentional nuclear winter. We understand the value both strategically and politically of such weapons, but the numbers the currently exist in are far more than is necessary to ensure M.A.D principles. I would be interested to see how many nations would be interested in such an agreement.

Item C: Economic Trade

UKKI wants the Tiberiam body to ban economic embargoes. Economic embargoes are used to blackmail the government of a nation but the truth is it is not the wealthy government leaders who suffer but the common citizens.

UKKI also wants all nations to allow free-trade to promote prosperity.

Item F. Nuclear weapons proliferation control

UKKI would use all its power and influence to remove any kind of control or limit on the production and use of nuclear weapons. UKKI believes that nuclear weapons are necessary to maintain peace in Tiberiam.

No nation would dare go to war if there is someone with nuclear weapons stopping them. Nuclear weapons are so strong it can destroy a bunch of cities or even a whole country. Therefore, the mere possession of nuclear weapons would already give respect to the nation owning it.

The Soviet Socialist Republic of Lenyo concurs with Fideliaran and Isaakian delegations' desire to form a Tiberiam Assembly, increase international trade, establish enforcement mechanisms for basic levels of human rights, and regulate advanced energy trade. (Items A, C, D, and G) However, Lenyo firmly opposes the creation of any large regional security force, as it would trump national sovereignty. (Item B) Any such force must be of modest size to prevent its manipulation for imperialist purposes.

Lenyo also approves of Fideliara's desire to reduce WMD proliferation to an extent. The SSRL has seen to it that the only ballistic missiles within the Socialist Bloc are Lenyoan, preventing any loose cannons from acquiring devastating military capacities. However, we stand behind the United Kingdom's stance regarding nuclear weaponry: it is a necessary evil for defense. (Item F)

This summit should also endeavor to safeguard the world from environmental destruction. The Republic wishes to establish many international agreements to prevent irreparable pollution of all kinds, most notably greenhouse gas emissions. (Item E)

Well, my fellow delegates, it appears we at least have a better understanding of our stances on these important issues. It is most unfortunate that many of our neighboring countries choose to not attend the summit. Still, we have a direction to move in.

Fideliara will begin drafting a Nuclear Energy Regulation Commission proposal. The finished product will be available for signatures to any nation willing to abide by the restrictions and requirements stated earlier.

In addition it appears that, at least from this small sampling, the region is open to the idea of a Tiberiam Assembly. Such a body would require a drafted constitution and defined rules and limitations. The Fidelian Congress is willing to do the heavy lifting on such an endeavor if no one else is capable. Regardless of who creates the first draft we recommend another summit, preferably soon, that will allow more nations in the region to voice their opinion and have a say on the authorities granted to such a body prior to its actual creation.

To respond to what appears to be the major concern for the United Kingdom: I would like to ensure to you that Fideliara, as part of our avowed neutralists policies, does not participate in trade embargoes. Though we would be more open to the practice if it was required by a Tiberiam Assmebly membership.

On the topic of environmental protection, I believe it is no exaggeration to say that our three nations represent the most environmentally conscious governments in the region. As you both know Fideliara produces a large portion of its energy through nuclear reactors and is a staunch proponent of renewable energy forms. We would be interested in any agreement proposals either of you would like to make. On a related note, Fideliara would also be interested in obtaining fuel cell technology to reduce the impact of our automobile sector.
